This research focuses on the latest trend in the tourism industry, namely cultural tourism. Toba traditional weaving on Sibandang island has value as a cultural heritage, so this research uses an approach to preserving and inheriting traditional weaving to empower the community economically. A qualitative method with a new ethnographic study approach is used in this study. The unit of analysis includes tourism potential in Sibandang Island, tourism trends, and tourism infrastructure in the Lake Toba region. This study aims to explore whether cultural tourism based on traditional weaving crafts has economic value for the community actors, considering the aspects of cultural preservation, economy, education, and community empowerment. In addition, the research also pays attention to the potential of weaving by mapping its distribution and connecting it with tourist objects that have been favored by the North Tapanuli Regional Government, to develop tourist clusters that are in line with market demand, while still paying attention to empowering local communities. Although weaving is believed to be able to increase Sibandang island tourism, there are still some obstacles that need to be overcome, such as promotion issues, strengthening weaving crafts, and public awareness of the importance of tourism. The root of the problem of these three obstacles is the lack of public attention to Ulos Sibandang weaving as a cultural artifact that has been passed down for centuries.
